O’Hagan Meyer is pleased to announce that LeClairRyan’s Government Contracts practice has joined the firm.  The core attorneys, Tom Coulter and Nicole Brakstad, will continue to service clients in all aspects of Government Contracts, both state and federal, from the same three primary office locations as at their former firm:  Richmond, VA; Alexandria, VA; and Washington, D.C.

Tom Coulter, who has more than 20 years of experience in Government Contracts, was the head of the Government Contracts practice at LeClairRyan for 17 years and will continue in that role at O’Hagan Meyer.  Coulter explained that “The time was right to make a move to a smaller firm.  O’Hagan Meyer offers us more flexibility in our practice and our pricing so that we can continue to service our existing client base.  The firm also offers experienced litigation support, which provides the opportunity to expand our practice.”  At O’Hagan Meyer, Coulter will continue to practice in all areas of Government Contracts law, with a focus on bid protests, compliance counseling, audits and investigations, and litigation, including contract claims and matters relating to the False Claims Act; he will also continue his practice in other areas of Administrative Law, Import/Export Law, Construction Law and Commercial Litigation.  Nicole Brakstad, with 10 years of experience in Government Contracts, will continue her broad-based practice in that area.  She focuses on bid protests, compliance counseling, especially for small business matters, and regulatory advice for business transactions.

O’Hagan Meyer’s Government Contracts practice includes all aspects of government contracts, from analysis of solicitation requirements and preparation of responsive proposals, pre- and post-award protests of contract awards, renegotiations and modifications during contract performance, and disputes following contraction completion and termination.  The Government Contracts attorneys at O’Hagan Meyer have represented clients before various agencies, the Small Business Administration, the U.S. Government Accountability Office, the Court of Federal Claims, the Federal Circuit, and at boards of contract appeals.  O’Hagan Meyer’s practice also includes establishing and maintaining compliant business structures, compliance counseling during contract performance, including voluntary and mandatory disclosure decisions, and defending clients subject to audits and internal investigations, as well as contractor representation before agency suspension and debarment officials.

With more than 70 attorneys in offices in Chicago, Philadelphia, Wilmington, Delaware, Washington, D.C., Alexandria, Richmond, and Los Angeles, O’Hagan Meyer takes pride in helping our clients solve their legal problems.  Whether we are representing a client in high-stakes litigation or advising clients on how to resolve disputes before litigation ensues, O’Hagan Meyer delivers what our clients expect:  total commitment; value-added services; and pragmatic solutions.
