Debra’s practice focuses on all varieties of immigration law including a focus on aiding employers to obtain the right visas for international employees. Debra advises employers in developing policies that work for their multi-national workforce. She counsels clients on how to navigate compliance with challenging immigration-related laws and regulations. Debra’s specialties include: employer compliance (policy development, I-9 Process, E-Verify, FAR, etc.), employment based temporary visas (H-1Bs, L1A/EB1/2, Etc.), employment based permanent user (EB-1, EB-2, EB-3, and EB-4) and investment-based immigration (E-2 and EB-5).
From 2002 to 2014, Debra was appointed, by the Virginia Office of the Attorney General as Special Counsel to the Commonwealth of Virginia for all matters relating to immigration law. In this capacity, Debra represented and handled Immigration matters relating to Virginia’s universities, colleges, community colleges and other state agencies.
With today’s global workforce and changing immigration laws, employers – both international and domestic – rely on Debra’s experience to develop and implement a smooth immigration plan for key employees and their families.

Education and Admissions
In 1985, Ms. Dowd received her B.A., Cum Laude, from Mercyhurst College, in Political Science and Business Administration. Ms. Dowd later graduated from the T.C. Williams School of Law, University of Richmond, and received her J.D. in 1988.
